End of the transitional period. As of 2026, e-Delivery has become the primary channel of official communication. From January 1 of this year, all public entities are required to deliver official correspondence primarily via e-Delivery. Paper letters are becoming the exception.
Since January 2025, entrepreneurs registered in CEIDG and the National Court Register (KRS) have been required to have an electronic delivery address. The new regulations significantly change communication with public authorities by introducing a digital standard for correspondence:
Companies registered in KRS – the obligation to have an Electronic Delivery Address (ADE) is already in force.
Companies registered in CEIDG before December 31, 2024 – e-Delivery will become mandatory as of October 1, 2026.
e-Delivery is an electronic form of correspondence that has the same legal effect as a registered letter with acknowledgment of receipt. Each e-Delivery address is unique and assigned to a specific entity.
The e-Delivery system was introduced to streamline communication with public administration and is ultimately intended to cover all public entities, entrepreneurs, and regulated professionals.
Under the regulations, e-Delivery services may be provided by two types of providers:
An entity designated to provide the service to everyone – currently Poczta Polska S.A. The public e-Delivery service is free of charge.
Commercial entities offering paid e-Delivery services. In Poland, these include:
To create an e-Delivery address:
After successful verification, you will receive an email with instructions on how to activate the mailbox.
An e-Delivery application can be submitted when:
The form allows you to:
You can access your mailbox through:
After receiving a message:
After 14 days, the message is deemed delivered automatically.
Each mailbox must have an administrator (mandatory for KRS-registered entities). This may be one or more individuals.
The administrator’s responsibilities include:
If the recipient does not have an e-Delivery address, the so-called hybrid service is used. This means the electronic message is converted into a traditional registered letter and physically delivered.
The Electronic Address Database (BAE) is a public database that allows users to search for e-Delivery addresses based on:
The database includes:
For entrepreneurs registered in CEIDG or KRS, information about the address appears automatically in the registers.
e-Delivery is one of the key elements of the digitalization of public administration in Poland. Since 2025, the obligation to use it has applied to entrepreneurs, requiring them to adapt to new standards of official communication.
Key points:
an e-Delivery address is mandatory for companies,
it has the same legal effect as a registered letter,
it can be set up free of charge with the public provider,
failure to collect a message does not suspend its legal effect,
the system is ultimately intended to cover all public and business entities.
It is also worth noting that the system is designed to serve up to 20 million users, and more than 2.3 million mailboxes are already active.
