Coronavirus: the project of Anti-Crisis Shield 2.0


The Prime Minister’s Office has prepared a draft bill amending the act on special solutions related to preventing, counteracting and combating COVID-19. The draft bill is called Shield 2.0.

The anti-crisis shield 2.0 – new regulations for business

The draft bill of the anti-crisis shield consists of 91 articles. It provides, among the others, for the enlargement of the group of entrepreneurs entitled to benefit from a 3-month exemption from paying ZUS contributions. Companies employing up to 50 employees as of 29 February 2020 will be exempted from paying social security contributions which are due for the period from 1 March 2020 to 31 May 2020. However, the relief will concern only 9 insured persons. For the time being, the draft bill does not specify the criteria to be followed by the employers when selecting the employees covered by the ZUS exemption.

Another change is to support the agri-food industry and farmers. Farmers and their families working with them being on compulsory quarantine, under epidemiological supervision or hospitalization in connection with COVID-19 will receive an allowance of 50% of the minimum remuneration for work, i.e. 1300 PLN.

The new shield also provides for the possibility of renegotiating the terms and conditions of bank loans for all entrepreneurs regardless of their size, subsidizing employment in non-governmental organizations, suspending the existing rules for conducting occupational health and safety trainings, and the possibility to conduct initial trainings remotely, with the exception of the on-the-job trainings for specific groups of employees.
