Employing Ukrainian citizens. There will be a government IT system


On 20 May 2022 the President signed the Act amending the Act on providing assistance to the citizens of Ukraine. The new provisions provide for creating a government IT system to facilitate contacts between employers and those looking for a job.

The amendment of the Act of 12 May 2022 on assistance to the citizens of Ukraine in connection with the armed conflict on the territory of the country and the Act on computerisation of the activities of entities performing public tasks is aimed at introducing a tool to make it easier for refugees from Ukraine residing in Poland to find employment corresponding to their qualifications.

Employers will also benefit from the introduction of this new system. Thanks to the proposed solution, it will be easier to find employees with the desired profile and to quickly make contact with them.

IT system – functionalities for employers and jobseekers

The new government system is expected to be simple to use, and the Ministry of Digital Affairs will be in charge of creating the tool and ensuring its proper functioning.

The government system will offer the following functionality expected to facilitate:

  1. processing, entering, collecting and deleting job offers;
  2. processing, inputting, collecting and deleting information on competences and professional experience of persons seeking employment;
  3. creating professional profiles and recommendations for jobseekers with respect to job offers available in the system.

Employing people from Ukraine – competence profiles and job database

With the new tool, a jobseeker will be able to match his/her competences with published job offers and thus sooner get in touch with potential employers.

Key principles for using the system:

  • creating profiles and using the tool on a voluntary basis,
  • employers will be able to update and delete job offers entered and check profiles of people looking for a job on an ongoing basis,
  • the data collected will be protected according to the General Data Protection Regulation,
  • the data will be protected against unauthorised access by third parties,
  • the tool will be available through an online service in the system and through a service made available in a public mobile application.

System for Ukrainians and the data collected

According to the proposed legislation, the following types of data of natural persons will be collected in the ICT system supporting the contact of the citizens of Ukraine with potential employers:

  • first name(s) and surname,
  • date of birth,
  • identification number PESEL,
  • age,
  • sex,
  • nationality,
  • e-mail address,
  • telephone number,
  • education,
  • professional qualifications,
  • previous employment history.

The data are to be processed in the system for a period of 12 months following the date of the last user activity. Upon expiry of this period, the minister responsible for IT affairs will notify the user of the intention to delete the data. The data will be erased immediately within 30 days of sending the aforementioned notification, but only if the user continues to be inactive.

The Act was signed by the President and will enter into force on the day following its announcement.
